Milton adds weekend by-law officers for noise, parking and animal calls, with more requested in the 2027 budget

In June, Milton Council approved three part-time weekend compliance officers and a contract animal services officer after a staff review found the Town's enforcement team could not keep up with demand, and asked for more staff in 2027.

The details

What Council approved

On June 22, 2026, Milton Council approved new enforcement staff to start in 2026: three part-time Community Compliance Officers, one Animal Services Officer on a two-year contract, and the conversion of a contract supervisor position in licensing and enforcement administration to permanent, according to the meeting's minutes. The $131,264 cost for the rest of 2026 comes from the Tax Stabilization reserve. Council also asked the Head of Council to consider the further positions staff proposed for 2027, along with a vehicle, when preparing the 2027 budget.

The decision answers an earlier Council request for a report on enforcement staffing, service volumes and what it would take to offer Sunday licensing and enforcement service comparable to Saturdays, according to staff report CORS-015-26.

What the review found

The report says that from 2023 to 2025 the Town's core enforcement team stayed at one manager, one permanent supervisor, 7.5 municipal law enforcement officer positions and two animal services officers, with one contract supervisory role added in 2025. It covers community standards, noise, zoning, road fouling, snow and ice, property standards, parking and animal services. Staff found that existing service levels cannot be maintained with that complement, that Milton has fewer officers relative to population than nearby Halton municipalities, and that the team has had about two vacancies a year, each taking 10 to 12 weeks to fill. Weekend and after-hours coverage does not mirror weekday service, a gap the report says is most visible with noise complaints and animal services.

The two staffing packages (staff report CORS-015-26)
Approved for 2026
3 part-time Community Compliance Officers (up to 24 hours a week each, weekends); 1 Animal Services Officer (2-year contract); supervisor contract made permanent
What the weekend officers handle
Noise, minor community standards, minor road fouling, business licensing, parking, and monitoring noise-exemption permits and community events
Proposed for 2027 (budget request)
3 full-time Community Compliance Officers and 1 full-time supervisor, plus a vehicle
Annual cost when fully in place
$876,829 a year, about 0.7% on the Town's property tax rate; the figure assumes the budget for seasonal summer students is redirected to the new positions

Staff described the 2026 package as the minimum they recommend. Even with it, the report says, not every weekend item will get an immediate response: calls will be triaged with life-safety matters first, and the added coverage will not include on-demand parking enforcement for all matters or on-site support for special events. Staff also said the two packages were designed to work together and that adding positions piecemeal would not achieve the intended result.
