The Town's New to Milton page says Halton Region manages several core services while private providers deliver others: set up waste and recycling collection plus water services through Halton Region, contact Milton Hydro to arrange electricity, and contact Enbridge Gas to set up natural gas service.
Milton Hydro Distribution Inc. is the local distribution company responsible for distributing electricity to 44,000 business and residential customers within the Town of Milton. It is a wholly-owned subsidiary of Milton Hydro Holdings Inc., which is owned by the Town of Milton.
Halton Region provides drinking water and wastewater services to residents and businesses in Milton, from water treatment to wastewater collection. Water meters, rates and billing are Halton Region's too.
Halton Region bills water and wastewater through your local hydro utility. Residential water meters are read and billed every two months. Every account pays a fixed service charge based on the meter size at the property, plus usage charges for water and wastewater per cubic metre. Most residential customers are billed bi-monthly, so twice the monthly service charge appears on the bill.

How do I know if natural gas is available at my address?
Enbridge Gas asks you to enter the postal code of the property to check whether it is inside its service area. If natural gas is on your street and your home has a meter, you open a new account; if gas is not on your street, you apply to switch to natural gas.

How do I open an electricity account with Milton Hydro?
Call Milton Hydro's Customer Service team at (905) 876-4611, or submit the online Application for Service form. Allow a minimum of 48 business hours' notice for all new account set-ups. A $30.00 account set-up fee is applied to your first hydro bill, and Milton Hydro does not currently require a deposit from residential customers. Residential accounts are billed monthly for hydro and bimonthly for water and wastewater.
If you have not set up your account before the move-in date, the service will be disconnected and a reconnection charge may be applied.

I'm moving within Milton. How do I transfer my hydro account?
Call Milton Hydro at (905) 876-4611 and allow a minimum of 48 business hours' notice for all account transfers. Customer Experience staff are available Monday to Friday from 8:30 a.m. to 4:30 p.m. After-hours and weekend emergency connections are offered at an extra cost.
How do I close my Milton Hydro account when I move out?

I'm buying or selling a home. What happens to the water account?
When ownership transfers, contact your local hydro provider for the final water meter reading and transfer information, including unpaid water and wastewater charges and known compliance issues such as obsolete equipment. If you do not request it, outstanding balances and compliance issues transfer with the property and become the buyer's responsibility.
Property owners can assign a third party, such as a tenant or property manager, to maintain the account for water and wastewater services. Billing and payment notifications can go to that account holder.
Unpaid water and wastewater charges can still be added to the property's tax bill and collected from the owner like unpaid municipal taxes.
How do I start natural gas service with Enbridge Gas?
Submit your move online. You need your new address, checked to be within Enbridge Gas's service area, and your move-in and move-out dates. A one-time New Account Charge appears on your first bill, and you receive a new Enbridge Gas account number.
After your first bill, update the account number in your bank's payment settings so payments are applied correctly.
