The details

What Council approved

At its July 13, 2026 meeting, Milton Council approved four zoning by-law amendment applications for residential subdivisions and, later the same evening, passed the implementing by-laws, numbered 065-2026 to 069-2026, according to the meeting's minutes. Three are in the Trafalgar Secondary Plan area; the fourth is a smaller infill plan in the Milton Heights neighbourhood. In each case, staff recommended approval, saying the proposals were consistent with the Provincial Planning Statement and conformed to the Town's Official Plan.

The Trafalgar Secondary Plan was adopted by the Town in March 2019 and approved through Ontario Land Tribunal orders in February and July 2024, according to staff report DS-049-26. The report says development applications began arriving once the landowners' tertiary plan was deemed substantially advanced.

Remington Trafalgar (files 24T-25008/M and Z-17/25)

On the east side of Trafalgar Road, south of the future extension of Louis St. Laurent Avenue, the plan proposes 228 single detached homes, 113 street townhouses and 48 back-to-back townhouses, plus three medium-density blocks. Two Neighbourhood Centre mixed-use blocks at the future Trafalgar Road and Louis St. Laurent intersection would allow heights of up to 25 storeys. The plan also includes an elementary school block, a neighbourhood park, three natural heritage blocks and two stormwater ponds. Staff report that the park and school blocks were swapped after discussions with staff and the school board, to address concerns about placing the school at the intersection.

Hannover Trafalgar Farms / Milton Sheva Land (files 24T-25010 and Z-24/25)

Also on the east side of Trafalgar Road, between the Union Gas corridor and the future Louis St. Laurent extension, this plan proposes 166 single detached homes and 194 street townhouses, 360 units in all. It sets aside two blocks totalling 9.66 hectares for medium-density housing, including stacked towns, rear-lane towns and apartments, and 1.37 hectares for standalone or mixed-use high-density buildings. It also provides part of a secondary school site and part of a park along a future collector road.

Frontenac Forest Estates (files 24T-25007/M and Z-15/25)

On the south side of Derry Road between Trafalgar Road and Eighth Line, this plan proposes single and semi-detached homes, street, back-to-back and lane-access townhouses, and mixed-use blocks with commercial space and apartments in buildings of up to eight storeys. It includes an elementary school block, two public parks, two village squares, two stormwater blocks and 4.58 hectares of environmental lands. The staff report does not give a total unit count. Blocks designated Neighbourhood Centre Mixed Use II stay zoned Future Development and will need a further rezoning before they can be built.

Milton Meadows, Milton Heights (files Z-15/24 and 24T-15006/M)

At 17, 29, 31 and 33 Milton Heights Crescent and 133, 135, 137 and 149 Tremaine Road, sometimes called the Milton Meadows Hunt-Village subdivision, the plan creates 30 lots for single detached homes at a density of 15.8 units per net hectare. A new public road would extend Tremblett Gate from the Milton Meadows North subdivision to Tremaine Road. The lands now hold eight detached houses and one commercial lot, and the report notes that 133 and 135 Tremaine Road are listed on the Town's Heritage Register.

What happens next

The three Trafalgar by-laws apply holding provisions to most of the new residential, mixed-use and institutional zones. Staff explain that agencies asked for them to ensure technical matters have been satisfied before development occurs. For Milton Meadows, staff said outstanding technical matters related to contamination and lot consolidation are addressed through holding provisions in the implementing by-law, and that the separate draft plan of subdivision application was under review when the report was written.
