Milton's first new Official Plan in 30 years now awaits the Province, and Agerton waits with it
Council adopted a new Official Plan to guide growth to 2051 on June 22 and approved the Agerton Secondary Plan for a new community around a proposed Milton Trafalgar GO station. Agerton takes effect only once the Province approves the Official Plan.
What Council decided
At its June 22, 2026 meeting, Milton Council adopted the Town of Milton Official Plan, 2026 — the Town's first new Official Plan in 30 years. It is the long-term land-use document that describes how and where Milton will grow over a 30-year horizon, guiding decisions through 2051. The plan came out of the multi-year We Make Milton Official Plan Review, and it also absorbs policies that previously sat in the Halton Region Official Plan.
According to the Town's notice of adoption, the plan covers protection of the natural environment, agriculture, cultural heritage and archaeology; sets a local urban structure to manage growth; supports intensification and attainable, affordable housing; and identifies employment areas for protection. The Town's highlights list building complete communities, evaluating urban boundary expansion, introducing secondary planning processes, encouraging affordable housing, protecting commercial space and planning for multi-modal transportation.
What happens next
The Town's notice says the adopted plan will be forwarded to the Minister of Municipal Affairs and Housing, who is the approval authority, for a decision. The Town's notice states that the Minister's decision on an official plan adopted this way is final and not subject to appeal. Anyone who wants to be told of the decision can make a written request to the Ministry's Municipal Services Division – Central Region. As of October 8, the Town had not posted a notice of a provincial decision in its news feed.

Agerton: a new community that waits on the plan
At the same meeting, Council approved the Agerton Secondary Plan, which will guide a new community east of Milton's existing urban area. The planning area is about 359 hectares, bounded by Highway 401 to the north, Derry Road to the south, the Greenbelt to the west and Eighth Line to the east. The community is centred on the protected major transit station area around a proposed Milton Trafalgar GO Station, with the tallest buildings planned near the Derry Road and Trafalgar Road area.

Statutory public meetings on draft versions were held in July 2022 and March 2026, and the consultation period has ended. The Town says the secondary plan will come into force only after the Province approves Milton's new Official Plan.
