Milton Council approved a high-density community at Steeles and Martin, a mid-rise at Bronte and Britannia, and a truck terminal in June
On June 22, Milton Council passed four official plan amendments and zoning by-laws for a high-density neighbourhood off Steeles Avenue East, a mid-rise at Bronte Street South and Britannia Road, and office lands at Derry Road and Fifth Line.
The details
What Council approved
At its June 22, 2026 meeting, Milton Council dealt with three development files and, later the same evening, passed By-laws 047-2026 to 063-2026, which included four official plan amendments, numbered 96 to 99, and their implementing zoning by-laws, according to the meeting's minutes. The same set of by-laws adopted the Town's new Official Plan and the Agerton Secondary Plan, which MiltonIQ has reported separately.
150 Steeles Avenue East and 248, 250 and 314 Martin Street (OPA 97)
Council considered staff report DS-041-26 on applications by 150 Steeles Inc. for an official plan amendment, zoning by-law amendment and draft plan of subdivision "to facilitate the development of a mixed-use high-density subdivision". The minutes record that resolution without a recorded result, but later that evening Council passed Official Plan Amendment 97 (By-law 049-2026) and the zoning by-law (050-2026) for the site. The 20.8-hectare site lies on the south side of Steeles Avenue East, west of Martin Street. Most of it is the former Meritor Suspension Systems car-parts plant, which operated from 1954 to 2009; the report says the site has been undergoing extensive remediation of contaminated soil and groundwater since 2023.
According to staff report DS-041-26, Phase 1 has 1,065 homes: 110 three-storey townhouses backing onto the existing houses on Martin Street, and 955 apartments in five buildings of five to ten storeys, rising from east to west, one of them with 522 square metres of ground-floor commercial space. It includes a 1.04-hectare central public park, a stormwater pond with a promenade, four public roads and 1,139 bicycle parking spaces. Two accesses are planned from Steeles Avenue East, one signalized at Morobel Drive, and two signalized accesses from Martin Street. Staff said building heights were reduced and the transition to existing homes made more gradual after the November 2025 public meeting.
The zoning covers Phase 1 only. Phase 2, on the west and north parts of the site, is zoned Future Development and would need its own rezoning, with public consultation; the technical studies contemplate up to 4,115 units across the whole site. The report says holding provisions in the by-law address outstanding matters for contamination, servicing, noise and land use compatibility.
1572 Chretien Street, at Bronte Street South and Britannia Road (OPA 96)
Council approved report DS-037-26 and passed Official Plan Amendment 96 (By-law 051-2026) for Shearling Heights Estates Ltd., to allow one seven-storey mid-rise building with 808 square metres of ground-floor commercial space and 71 townhouses, the minutes record. The vacant 2.11-hectare site is the northeast corner of Bronte Street South and Britannia Road, the "Major Node Block" of the Boyne Survey Secondary Plan. Council had approved zoning in 2022 for three mid-rise buildings with 313 units and 60 townhouses; the owner revised the plan, citing market changes and economic conditions, to one building with 152 units and 71 rear-lane townhouses with double garages, according to the report. The amendment lets grade-related homes make up 34 per cent of the site, where the secondary plan otherwise caps them at 20 per cent.
8465 Boston Church Road (zoning By-law 059-2026)
Council approved report DS-024-26 and passed a zoning by-law for AR Land Holdings Inc. that allows a transportation terminal at 8465 Boston Church Road, on the east side of the road north of Lawson Road and about 380 metres north of Highway 401, in the 401 Industrial/Business Park. The 2.02-hectare property holds one building, formerly used by the Salvation Army as a community church, which will be kept and used for the terminal. The land was zoned Institutional and is rezoned to a site-specific General Industrial zone; the report says the application is solely for a change in use and no site works are proposed.
Derry Road and Fifth Line (OPAs 98 and 99)
Council also passed Official Plan Amendments 98 and 99 and their zoning by-laws for two Remington files south of Derry Road at Fifth Line: Remington North at the southeast corner of Derry Road and Fifth Line (By-laws 052-2026 and 053-2026), and Remington South at 6605 Fifth Line, south of the Union Gas corridor (By-laws 047-2026 and 048-2026). As described in the Town's January 2026 notices, the applications sought to remove both sites from the Town's Employment Area. Remington North sought a Prestige Office designation allowing a wellness centre and spa, restaurants and commercial uses; Remington South sought business commercial and prestige office designations allowing tourism establishments, restaurants, retail and commercial uses, with an extension of Clark Boulevard.

A request to the Province
